Born on 17 April 1986 in Neryungri, a town in the north of Yakutia. He lives and works in Moscow.

He studied at the faculty of geography of Lomonosov Moscow State University (regional policy department) and went on to take a law degree. In 2025 he completed postgraduate study in law; his research was on the digitalisation of justice.

A lawyer, founder and managing partner of the firm “Kovalev & Partners”, which has been in practice since 2015. In March 2026 he opened the firm’s second office, in Mariupol on Bogdan Khmelnitsky Boulevard. He is chair of the board of directors and vice-president of Yoshkar-Ola Bank, and chair of “Perspektiva”, the association of lawyers, advocates and insolvency practitioners.

Since 2022, from the moment Mariupol was liberated, he has personally supported Volodarske School No. 1 — the very school his grandfather led for more than twenty years — and the Church of St. Nicholas in Volodarske. At the end of 2025 he put this work on a systematic footing and registered the “Wings of Dream” charitable foundation.

For many years he and his team have been collecting and delivering humanitarian aid to service personnel. He is married to the singer Valeria Chaika and is raising two daughters. He believes that a strong Russia begins with strong families, and that what matters most in people is kindness and honesty.

A lesson from his father

At the age of twelve his father put him behind the wheel of a white Volga on the bypass near Neryungri. Overtaking a lorry, the car swerved and was thrown onto the verge. He was frightened and stopped: I am not driving any more.

Start the engine. Drive. And now overtake that lorry.

He overtook it. His father explained: if he had not got back in and finished the overtake, the fear would have stayed with him for life.

Pop and jazz singer, vocal teacher. Born on 12 August 1994 in Barnaul. She began her path to the stage at Children’s Art School No. 2 in Novoaltaysk — choreography and voice in the class of top-category teacher Svetlana Loginova, on the “Vocal Art” programme (classical and pop streams). Winner of regional, national and international competitions.

She graduated from the Moscow State College of Pop and Jazz Art (department of pop and jazz singing, class of Anatoly Stepanov) and from the Gnesin Russian Academy of Music, faculty of pop and jazz art, class of Associate Professor Anna Rudneva — with honours.

Since 2014 she has worked with the Yuri Silantyev Academic Grand Concert Orchestra under Alexander Klevitsky — as part of the trio “MISTERIO”. She has performed at the House of Cinema and the “Meridian” cultural centre, on Channel One’s “Good Morning” programme, and in the “Music at the Summits” project.

Finalist of the international young performers’ competition “Big Stage” and of the “We Firmly Believe in the Heroes of Sport” award — with the song “Fly” in a duet with Arina Voytenko. Contestant on the show “Come On, All Together!” on the Rossiya 1 channel.

Since 2021 she has released nine singles — from her debut “My World” to “Let Us Be Silent” and “We Exist”, recorded with the children’s pop choir “Gordost”. She continues to perform with the Silantyev Orchestra and to teach voice.

At the “Wings of Dream” foundation she leads the cultural strand: children’s and musical initiatives for the beneficiaries and the music and education project “Generation of the Victors of Novorossiya”.

A graduate of Irkutsk State University, where he completed two programmes — the faculties of history and of law. He served as an officer in the Soviet Army and later worked in the internal-affairs system of the Ministry of Internal Affairs of the Russian Federation.

He held posts in municipal and regional government — in the city and district administrations of the Khanty-Mansi Autonomous Okrug – Yugra and of the Tyumen Region. He headed the Moscow representative office of the Krasnoyarsk State Pedagogical University named after V. P. Astafyev.

Across three convocations of the State Duma of the Federal Assembly of the Russian Federation — about fifteen years — he served as an aide to a deputy. He took part in the work of the “Service to the Fatherland” foundation in Moscow. He is an adviser to the president of the Yoshkar-Ola bank.

On the Board of Trustees of the Wings of Dream Foundation he draws on his long experience in public service and law, helping build relations with government bodies and civic institutions.

Culture, performing arts and production

A composer and producer, founder and driving force of the GONCHAR PRODUCTION media holding and the Yuriy Gonchar network of performing-arts schools. For more than fifteen years he has worked in children's and family performing-arts education and in producing major concert events — the full cycle, from training a performer to bringing them onto a major stage and onto television.

The network of performing-arts schools has branches in Moscow and the Moscow Region and has trained more than 3,000 graduates: pop and jazz vocals, contemporary choreography, acting, musical instruments and its own recording studio.

Founder of the international “Bolshaya Stsena” (Big Stage) music festival (since 2021), whose grand finals are held in the Grand Hall of the State Kremlin Palace. Each year he stages the “First Bell with the Stars” at the Kremlin and the national award “We Firmly Believe in the Heroes of Sport”, with gala concerts at the Irina Viner-Usmanova Gymnastics Palace in Luzhniki.

He created the all-Russian children's pop choir “Gordost” (Pride), bringing together children from more than 60 towns and cities, and held the first international festival of national culture “ShowAbkhazia” in Sukhum.

On the Board of Trustees of Wings of Dream he leads the cultural and events strand: he brings in his own directing and production team, handles relations with performers and pop stars, takes on the staging of concerts and galas at the country's leading venues, media support for projects (television and online broadcasts), help in attracting partners and patrons, and the involvement of children and young performers in the foundation's initiatives.
